
Summary of Seminar Cum Workshop
On university Co-operative 7-8th of July 2008

On 7-8 July in the Queen Garden Hotel, Purwokerto, Central Java, Indonesia has been conducted the seminar activity about the University Co-operative and activity of Office Bearer’s Meeting International Co-operative Alliance (ICA) Committee Consumer Sub Committee universities/College Co-operative for Asia and Pacific. This activities is proposed by the University Co-operative of Jenderal Soedirman (KopKUN) and cooperation with Institution of Co-operative development Study of Indonesia (LSP2i) and Youth Co-operative of Indonesia (KOPINDO) with support from Ministry of State Co-operative and Indonesia Small and Medium Entreprises and ICA Regional Office for Asia and Pacific and National Federation of University Co-operative Association (NFUCA) Japan.
Seminar activity was followed by Co-operative in all Area of University in Indonesia and representation from many organization about 19 Student University Co-op (Kopma’s), 4 Lecturer/Employees of Co-op(Kopdos’s/Kopkar’s), and 2 Co-operative of Academic (KOSIKA) from all Indonesia and representation from other country like Japan, Malaysia, Philippine and India. Greeting speech in this seminar opening session was conducted by M. Arsad Dalimunthe as the Head of University Co-operative of Unsoed (KopKUN), Ilham Nasai as the Head of Kopindo, Mr. Prof. Nurul Anwar, Vice I of Rector of Jenderal Soedirman University (Unsoed), Mr. Drs. Didik Dwiyanto as the assistant I of Banyumas Regent. Mr. Prof. Kokichi Shoji as the Head of ICA AP Committee Consumer Sub Committee University/College Co-operative, Mr. Yoshimitsu Nakamura as the Advicer Staff of ICA AP by giving the greeting speech from Regional Director ICA AP, then Greeting speech by Mr. Dr. M. Taufik as the Expert Staff of Co-operative and Small Medium Enterprises Ministry of Indonesia and he open the seminar activity. In his greeting speech, Prof. Kokichi Shoji hoped that the seminar can be the good opportunity to create the concept about University Co-op. He also hopes that University Co-op in Indonesia can give the support and assistance to the development of University Co-op in Asia. Meanwhile, Mr. Yoshimitsu Nakamura in his reading speech from Regional Director ICA AP, Mr. Shil Kwan Lee said that ICA AP gave many support and appreciation to the University Co-op with many of good activity at national, regional, and international scale. He said that to extend its role, it has been conducted his approval as the full committee at regional meeting of ICA in Hanoi later. Meanwhile, Mr. M. Taufik that represent the Co-operative and Small Medium Entrepreises Ministry of Indonesia, it is hopefully that university Co-operative can be the building of intellectual that at the end it has function to increase the civilization and change the Co-operative in the public generally.
Seminar that is conducted in the fist day by present the Main Speaker Drs. Djabarudin Djohan as the Head of LSP2i (Institution Study and Indonesia Co-operative Development that speak about university Strategy Co-operative Development. from the below are Mr. Thosiaki Wada as the General Manager and CEO national Federation of University Co-op Association (NFUCA) Japan, he spoke about University Co-operative Development at Japan , Drs. Ashafagani as the Deputy Assistant Human Resource of State Co-operative Ministry and Small Medium Entrepreises of Indonesia, he spoke about strategy and development policy of KOSICA. After that, workshop activity was conducted after Seminar session and continued in the second day by presenting speaker, he is the Chairman of KopKUN M. Arsad Dalimunthe SE and Agus S as Chairman of Gajah Mada Student University Co-operative, Jogja and closed with the expert opinion Mr. Suroto as the Director of Institute for Co-operative Study and Development (LePPeK).
As we know that Co-operative in the Indonesia University has developed since 30 years previously. It follows the different politic situation at that time, this Co-operative develop in fragmentation in the function of social group itself such as Kopma, kopdos/Kopkar, and sometime Kopdos and kopkar is separated by itself. These Co-operative as the other functional Co-operative at the beginning it has been developed in the pattern of Top-Down approach, it is signed by the automatic member system that developed in the limited coverage, attached in the government bureaucracy system (Campus) and many of these Co-operative was supported by the physical facility rather than improving the quality of organization capacity. As mention in the seminar previously, at least there are some of issue that has been achieved here. By this seminar, it can identify the development potential of Indonesia Co-operative, the learning process for the successful of and the problems in developing the University Co-operative in Indonesia and learning from the strategy successful of University Co-operative at Japan. The communication relation for the strategy Cooperation of Co-operative University at the national level or international, this seminar produces the operational recommendation in efforts to improve the university Co-operative in the right ways.
In the workshop session that conducted after seminar and continued in the second day which at least it took a conclusion that KOPPUS (University Co-op) can be accepted as the development alternative of Co-operative in the University or College. And the result and recommendation about KOPPUS as in the following:
1. KOPPUS is the people that exist in the university area and doing work together voluntary to provide the needs and economy aspiration, social and culture by using their company and it is controlled democratically.
2. The different between the model of Co-operative in the university area are:
- The members of KOPPUS are not only the students of University, Employees and Lecturer but also all third component together doing the cooperation.
- The scale of this Co-operative is bigger whether the member of the business activity
3. The advantages of KOPPUS are that its members become wider and it will create and increase the power about the capital, and autonomy policy, bigger creativity so the sustainable activity is more guaranteed.
4. If it is seen from its development, the existence of KOPPUS is suggested try to avoid the marginality of one’s interest.
5. KOPPUS has important role: to create the autonomy, increase the possessiveness of Co-operative property, the expansion of university image, increase the bargaining position, create the dynamics and social interaction between the owner of interest in University, create the business, improve the public prosperity around the university, accommodate the public interest around the university area, create the bigger trust to open the opportunity.
6. The efforts must be conducted in developing KOPPUS are: know and understand every needs, give the understand about KOPPUS, doing the communication with all the owner of interest power intensively, give the trust and behaviour to understand each other.
7. In its implementation, model that has been selected based on the situation and Co-operative characteristic in every university with the model selection:
a. Federation, with Co-operative consideration that has strong ability in running the business.
b. New KOPPUS, with the consideration one of the Co-operative are strong and other are weak
c. Merger, with consideration between the Co-operatives to understand the weakness each other.
8. Steps that are needed: development the opinion, socialization, model selection, operational discussion. The important effort is communication with the Co-operative that has been existed before, and workshop about the university Co-operative.
9. To strengthen the network so it is needed communication with many of university, and Co-operative and work together between KOPPUS in national level, regional, or international. In this case it is needed to accommodate the all Co-operative interest, dynamicization of student university, and identification the advantage of network.
10. Member principal of Co-operative is voluntary and openness to everybody. And the limitation can not be marginalized of group interest.
11. To find out the advantages, it is needed the research activity because every member has different interest and needs.
12. To precede the recruitment for the new member is needed the similarity of perception about Co-operative, good commitment and understanding about right and duty. Recruitment process is conducted every day and it needs the basic education about of Co-operative.
13. Basic education of KOPPUS at least is in the following:
a. Main education: Co-operative history, Co-operative ideology, values and principals of Co-operative, Co-operative different and Classifying of Co-operative.
b. Additional Education: conflict management education, technique of lobby, entrepreneurship, Study of business appropriateness, social entrepreneurship, profession, leadership, co-operative accountancy, organization management, and financial.
c. Need the implementation of management efforts in improving the education and training Co-operative such as: module, facilitator/trainer quality, equipment, and time and place management.
That is the result of seminar activity and work shop of National University Co-operative. Hopefully with this seminar result, the participants can participation actively to take the role in developing process of University Co-operative in Indonesia as the development alternative for the co-operative in the area of University surrounding.
